Is grey a pastel colour, and would it match black tights and black shoes?

Black tights would be better but I really recommend visiting the thrift store. They have a wide range of very cheap clothing, and you're bound to find something pretty. Even in the tiny thrift store in my neighborhood you can find pretty much anything you need.
